Incorporation & The New Charter Government

A New County Government is Coming

Last November charter government was voted on and approved by the citizens of Frederick County. The charter’s legislative districts have been drawn so that our community WILL BE CUT INTO TWO SEPARATE DISTRICTS.

What does this mean?

Our representation will be split between two County Council Members, similar to the recent school redistricting decision that divided our schools.

One portion will be included in the district containing Spring Ridge. One portion will be included in the district containing Urbana.

The separation of our neighborhood will divide our interests and dilute revenues among these other communities that may not have the same needs as our community

As an incorporated town, we gain the ability to make local decisions that are in the best interests of OUR community and we would not have to rely on decisions made solely by the County and State

Other Benefits of Incorporating

Access to federal and state grant/loan programs that are not available as an unincorporated neighborhood

The ability to convert a portion of our HOA Dues into Federal Income Tax deductions by moving certain services away from the HOA and into town services (mainly roads and snow/trash removal)

Becoming a town would require all federal, state, and county governments to treat us as a united town giving us more leverage and fair representation. As an HOA, we have little to no voice in County or State meetings.

Facts & Figures

Our Taxes Do Not Necessarily Come Back to Our Community!

There are about 8,000 residents in Lake Linganore At Eaglehead. Because we are not an incorporated town our State and Local Taxes get redistributed where the State and County determine.

As an Incorporated Town, we would receive and control $900,000 from the State in Property Tax Distribution AND $190,000 from the County in Tax Equity Distribution.

THAT IS OVER $1 MILLION DOLLARS ANNUALLY – money you already pay in State and County Taxes that could be brought back directly into our community

Becoming an Incorporated Town Is a Two-Step Process:

1) A Formal Petition with rigid requirements for signatures must be gathered and approved by The Board Of Elections

2) If the petition is accepted by the BoCC, the incorporation issue goes to a vote where every registered voter within the boundaries of Lake Linganore at Eaglehead can cast a ballot for or against.
