West Winds Environmental Control Committee (WWECC)

Any improvements/additions to the exterior of your home and/or property, including any non-organic changes to your yard, must be reviewed and approved by the West Winds ECC prior to commencing any project.

Application Procedure

The West Winds ECC Application Form, with appropriate fee (and compliance deposit if required) and required information, must be postmarked by the 10th of the month in order for the application to be discussed at the WWECC monthly meeting. The WWECC meets on the third Wednesday of each month from 5:30 p.m. to 6:00 p.m. to conduct a preliminary review of applications received by the deadline (i.e., postmarked by the 10th of the month). At 6:00 p.m. the meeting is open to the public for discussion of his/her application request if the homeowner wishes to attend (the homeowner is to notify the WWECC at least five days in advance of the meeting in order to be placed on the agenda). WWECC meeting location is the same as the WW BoD meeting location.

Use this Application Form for all projects except for basketball hoop and fence requests. Basketball Hoop and Fence Application Forms with specific application requirements can be downloaded from the Basketball Hoop and the Fence Application Guidelines located under WWECC Guidelines Directory.

*Do not send WWECC applications to the LLA Office. They do not handle the WWECC.

WWECC Application Fees & Compliance Deposits

Application Review Fees

  • $ 20 – All projects such as deck, patio, sitting wall, walkway, landscaping, color changes etc.
  • $ 20 – Fence or wall (+$1,500 compliance deposit)
  • $150 – Home addition, sunroom, screened-in deck/porch, or garage (+ $1,500 compliance deposit per project)
  • $150 – New home construction (+ $2,500 compliance deposit)
  • No Charge –  Registration of portable basketball hoops (see Basketball Hoop Guideline)
  • $250 Post-application fee charged for each project that has commenced or been completed without prior submission to and approval by the ECC. Submission of a post application does not guarantee that project(s) will be approved. If not approved, homeowner may be required to remove project(s) at own expense.

Acceptance Criteria

The WWECC can only provide approval of an application to residents who are members in good standing (i.e., residents who do not have any outstanding Covenant violations and/or have paid in full their annual WW homeowner’s dues).  An application received from a resident who had been notified in writing regarding a Covenant violation and/or failure to pay his/her WW dues in full will not be considered or processed until the violation(s) is corrected and/or full dues payment has been received.

WWHOA Dues & LLA Dues

West Winds is a unique village because there are two sets of HOA dues, one which is paid to the West Winds HOA and another assessment, which is paid to the Lake Linganore Association.  The dues paid directly to the West Winds HOA cover the liability insurance of the West Winds Board and Committee members, gas mantels, holiday lights, curb trimming, mulching of street trees, meeting room rental, community minutes, community directory and paper/postage supplies.  For an in depth explanation of LLA Dues Assessments, contact Gary Jenkins at 301-831-6400 ext. 114
