West Winds Board of Directors Meetings:

West Winds Rules and Regulations (adopted November 2009)

NOTICE: The Westwinds Village Board of Directors has adopted the following Rules and has requested that they be posted on the West Winds page of this website. Upon review, The Lake Linganore Association (LLA) has determined that several provisions of these Rules that are inconsistent with LLA covenants and governing documents. It is LLA's position that although adopted by the West Winds Board of Directors, these inconsistent provisions are contrary to the LLA covenants and governing documents are in no way supported by LLA. Additionally, LLA maintains that these Rules may not be enforceable and/or that LLA will not enforce Rules that are contrary to or inconsistent with LLA covenants and governing documents.

West Winds Environmental Control Committee (ECC)

Any improvements/additions to your home, as well as any non-organic changes to your yard, must be reviewed and approved by the West Winds ECC prior to commencing any project.

Application Procedure

The WestWinds ECC Application Form, with appropriate fee (and compliance
deposit if required) and required information, must be postmarked by the 10th of
the month in order for the application to be discussed at the ECC monthly
meeting.

The ECC meets on the third Wednesday of each month from 5:30 p.m. to 6:00
p.m. to conduct a preliminary review of applications received by the deadline
(i.e., postmarked by the 10th of the month). At 6:00 p.m. the meeting is open
to the public for discussion of his/her application request if the homeowner
wishes to attend (the homeowner is to notify the ECC at least five days in
advance of the meeting in order to be placed on the agenda). ECC meeting
location is the same as the WW Board meeting location.

Application Review Fee Schedule: (Make checks payable to WestWinds
Village, Inc.)
$ 20 All Projects (reference Application Information Sheet and Form for
additional information), Except:
$ 20 Fence and Wall + $1,500 compliance deposit per project
$150 Home Addition, Garage, Sunroom Screened-in Porch and Screened-in Deck
+ $1,500 compliance deposit per project
$150 New Home Construction + $2,500 compliance deposit
$250 Post-Application Fee for each Covenant violation identified +
compliance deposit(s) if required.

Guideline for Applications To ECC (Approved July 21, 2004):
The ECC can only provide approval of an applications to residents who do not have any outstanding covenant violations. If a resident has a violation for which a violation notice has been issued, the violation(s) must be corrected before the ECC will grant final approval for any additional applications
submitted. The new application may be "conditionally approved" pending the resolution/correction of the violation for which notice had been given.

Common Questions and Answers about West Winds

Q Who handles my homeowners dues?

A West Winds is unique in that there are two sets of HOA dues, one which is paid to the West Winds HOA, the other is paid to the Lake Linganore Association.  The dues paid directly to the West Winds HOA cover the liability insurance of the West Winds Board and Committee members, gas mantels, holiday lights, curb trimming, mulching of street trees, meeting room rental, community minutes, community directory and paper/postage supplies. 

Q Who is responsible for the ECC?

A West Winds ECC handles the environmental control issues, please see more information above.

Q I need a replacement piece for my gas lamp post, who do I contact? 

A The gas mantels for the lamps are available at the LLA office on Coldstream Drive. The telephone number is 301-831-6400.

Q Who provides my garbage toters? 

A All West Winds residents should have a trash can that meets the criteria in the General Guidelines for Trash Cans.  All trash must be placed in toters.
