WestWinds ECC
Guideline for Play Equipment
Adopted August 16, 2006
Supersedes all previous WW ECC Guidelines for Play Equipment
Any play equipment to be installed on a property must be
approved by the WW ECC prior to installation. For basketball hoop approval/registration, reference WW ECC
Guideline for Basketball Hoops.
Procedure for Submission:
Complete a WestWinds ECC Application Form (located in the WW
Telephone Directory or download Form from the web site: www.lakelinganore.org. Under Villages, click on WestWinds to find ECC
Information and Application Form.
Request to include:
1. Copy of property site
plan showing house location with proposed location of equipment, and
distances
clearly shown.
2. Landscape plan
with detailed information regarding plant material type and final growth height.
3. Picture/photograph of proposed equipment and materials to
be used.
4. Equipment/structure
color scheme.
5. Application fee
of $20 (make check payable to WestWinds Village, Inc.).
Mail complete application package with check to the
WestWinds Environmental Control Committee,
P.O. Box 589, New Market, MD 21774.
Listed below are
attributes of an application that would be considered for approval:
does not constitute
a nuisance to neighbors such as impact on and closeness to neighbor’s
deck/patio, does
not impact on street and/or golf course view/vista).
NOTE: The location specified on the site plan or as designated by
the WW ECC is the approved location. Placement
of equipment elsewhere will be considered a violation.
Listed below are attributes
of an application that will not be considered for approval and would
automatically be rejected:
NOTE: No play equipment or toys shall remain
within a resident’s front yard overnight.
This includes portable basketball hoops, bicycles, etc.

Restrictions:
19. Only with the
prior approval of the Environmental Control Committee may play equipment be
attached in any manner to the exterior of any dwelling or otherwise installed
on any Improved Lot. No play equipment,
including, without limitation, basketball backboards, basketball hoops and
other equipment associated with either adult or juvenile recreation, shall be
attached in any manner to the exterior of any dwelling or otherwise installed
on any Improved Lot. No such equipment
will be allowed unless screened from view from the street and Golf Facility (as
hereinafter defined) and placed in such a manner as to not constitute a
nuisance to adjoining Owners or Vacant Lot Owners.
24. Children’s play
and similar equipment shall not be allowed to remain overnight within any front
yard of any Improved Lot or within the Properties.
25. No play
equipment such as metal or wooden swing sets, or children’s climbing apparatus,
or the like, shall be permitted on any Improved Lot or Vacant Lot unless
screened substantially from view by landscaping or by a wall approved by the
Environmental Control Committee.
