Village Committee
Minutes Meeting
October 10,
2006
7 p.m.
LLA office, 6718 Coldstream Drive
The meeting was opened at 7: 05 PM by village
committee chairperson Jerry Dorsey. He
welcomed everyone and thanked them for coming.
There were 13 residents in attendance at the meeting.
Mr. Dorsey then briefly discussed the
newsletter that was recently delivered to all Meadows residents. He also briefly discussed the minutes of
last month’s meeting, explaining that they are also on the LLA website if
anyone wishes to check them for further details.
Mr. Dorsey then proceeded through the meeting
agenda items as follows:
1.
Path to Mailbox
Further discussions with LLA officials have led
to a decision to locate this path on the right-hand side of Eaglehead Drive
leading to the mail boxes. The
association will clear necessary trees and underbrush from this area to create
a path wide enough to accommodate pedestrians safely from traffic. Additionally, the association will erect a
fence along the path as it crosses over the stream to protect pedestrians from
falling into this area. This work
should be completed soon.
2. Meadows Village Sign Relocation
The entry sign has been relocated and lighting
has been installed. The sign needs to
be repainted. Paint previously used on
the sign is supposedly available in the association office. If the paint is no longer usable, at least
the colors used are identifiable and new paint can be purchased. This is a project to be considered for the
spring. Additionally, the association
is allocating the committee $175 to purchase and install new plantings and
mulch for the area around the sign. Mr.
Dorsey will explore items to be purchased for this project. It was also suggested that the committee
consider purchasing native plantings from the Friends of the Lake plant sale
this coming spring.
3. Newsletter
Melissa again requested additional volunteers
to distribute the newsletter more efficiently and more effectively. It is hoped that the newsletter can be
distributed in time for all residents to have a copy before the scheduled
village committee meeting. Following
the meeting several attendees signed up to act as “block captains” in
distributing the newsletter.
New Issues
The issue of vandalism throughout the village
and community was the primary item to be identified during this area of
discussion. It was generally agreed
that this issue and the idea of establishing a Neighborhood Watch Program should
be the topic for discussion at next month’s village committee meeting. Mr. Dorsey will make the necessary
arrangements so this can take place at next month’s meeting.
Guest Speaker
Sgt. John Teal of the Frederick County Animal
Control office was our guest speaker for the evening. He had been invited to discuss the problems and solutions
associated with stray and roaming animals.
He provided us with a copy of the current laws regulating animals and
fowl, and regulations regarding dangerous and potentially dangerous dogs. He
explained the Animal Control offices activities ranging from investigating
citizen’s complaints to issuing warning letters and citations. He suggested that many times the most
effective means in dealing with these problems is an open and frank discussion
with the pet owner, if they can be identified.
If situations warrant, the Animal Control office will step in to resolve
issues.
Sgt. Teal stated that his office is also
responsible for handling all sick and injured wildlife. The removal of animal carcasses is however,
the responsibility of the county and state road authorities. If these are found, call their office for
the appropriate individual and number to call for removal. Sgt. Teal stated
that an animal control officer is on duty until at least 11 p.m. every evening
to respond to any emergency.

SPECIAL NOTICE: NOVEMBER 14TH
2006 CRIME WATCH INFORMATION
SESSION: This is only a fact
finding meeting a date will be advertised for the Crime watch program in the
near future. Officers from the
police department will not be present at this meeting.
The next committee meeting will be held at the
LLA offices on November 14, 2006 at 7 p.m. The main topic of discussion will be
vandalism and the re-creation of a Neighborhood Crime Watch Program.
The assistant manager of
LLA is compiling the information to hand over to the sheriff’s office. They are working on the crime watch program
in LLA proper. The crime watch program still exists in LLA.
When you attend this meeting
please provide times, events and addresses to assist police in this program.
Pinpointing the locations of crimes will be helpful in staging protective
actions. LLA staff is arranging a date
for a presentation about the Crime Watch progam.
