Meeting Minutes

September 12, 2006

7 p.m.

McFadden Park

 

The meeting was called to order at 7:15 p.m. by Jerry Dorsey, village chairperson.  He welcomed everyone and thanked them for coming.  Approximately 12 residents attended the meeting.

Mr. Dorsey then proceeded through the meeting agenda as follows:

1. Fund Raisers

A variety of suggestions for fund raisers were presented.  Included in this discussion were such items as family movie nights, bowl-a-thons, 5k walk/run and raffles.  Mr. Dorsey stated that the LLA board places approximately $250 - $300 per year in each village committee account for miscellaneous expenses as the committee decides.  Currently there is $2586.88 in the Meadows Village budget account.  $1500 of this amount is reserved for repairs and/or additions to the existing path from McFadden Park to Farm Court. None of this money is to be used for the village infrastructure as this function is the responsibility of the LLA.

 

2.   Village News Mail Box

A black mail box has been installed on the bottom right of the bulletin board in the main mail box area for residents to use to deposit LLA complaint forms, suggestions, comments and any other information that should be brought to the committee’s attention.

 

3.    Budget

See item one.  A separate Village Committee budget is established by the LLA for each village community to use for incidental expenses and improvements that are not part of the village infrastructure.

 

 4.   Sign Relocation

The LLA contractor is in process of relocating the entrance sign to the Meadows and Balmoral villages to the left side of the entrance in front of the existing hedge.It will be lighted and new flowers will be planted to make the area more impressive.  The sign may need to be repainted in the spring.  This is a project that the committee can accomplish.

 

5.    Path to mail boxes

This issue was discussed with LLA officials.  A bridge is needed across the  stream to connect with the existing path from the mail boxes.  The association will help with funding and design of the bridge. Local Eagle Scouts can build the bridge and path with input and help from the committee and village volunteers.

 

6.    Newsletter delivery

Melissa would like to identify “block captains” to facilitate delivery of the newsletter.  Please inform her if you can participate in this matter and identify the area of distribution that you will be responsible for.

 

7.    Indian Caves

Brian Jacobs from Balmoral summarized recent events concerning this issue.  He stated that the area has been rezoned with a big chunk of it being rezoned as “resource conservation”.  The developer is re-platting the area; eight houses on the trail still exist but the houses on the bluff have been eliminated. The issue has not been completely settled because it can be re-visited by the new Board of County Commissioners that will be elected in the fall.  Several residents also suggested that the “resource conservation “ rezoning may not be the best approach because existing trails and open space may be at jeopardy  from this type of rezoning.  This is an on-going issue and will be followed closely by all interested parties.  The committee will keep all residents informed.

 

8. Trails

9. Comments

            No separate comments were received from those in attendance from those already             referenced in the above and following sections.

 

10. Vandalism

            Mr. Dorsey reported on several vandalism incidents on Masters Rd. and Masters             Ct. recently. He stated that several cars and houses were “egged” and there was at         least one incident where forks were planted in a yard with the tines upward.  Mr.      Dorsey stated that when he informed the LLA of these incidents they told him             that there had been wide-spread vandalism throughout the village. Several             attendees stated that the community needs a “community center” or other public   area where teens and young adults can congregate rather than wandering the             streets and trails of the community.  This issue will be discussed with the LLA.

            DOES THE MEADOWS VILLAGE NEED A NEIGHBORHOOD WATCH             PROGRAM?

There is a vast amount of vandalism throughout the villages of LLA.  One village is requesting that the police visit and discuss the creation of a neighborhood watch program.  Mr. Dorsey stated that he is personally aware of several incidents of vandalism in the Meadows Village.  Is there any interest in starting a neighborhood crime watch program in the Meadows?  This would require all residents to become very involved with this program.  If anyone is interested in this program, please let the village committee know by placing name, address, e-mail address and phone numbers in the village mail box located on the bottom right corner of the bulletin board at the mail box area.  Interested persons may also directly e-mail any of the committee members or the LLA directly if they wish.  If there is enough interest, Mr. Dorsey will proceed to contact the police and arrange a meeting on what the program will entail.

11.  LLA items

            The issue of “speeding” needs to be presented to the association for resolution.  It          was suggested that perhaps a petition from the residents might promote quicker             action rather that individual complaints.  Brian Desmond will draft a petition for             circulation.

The next committee meeting will be held at the LLA offices on October10, at 7:00 p.m. because of the early onset of darkness.  At that time Sgt. Fogle from the Humane Society will be there to discuss our pet situation, strays, barking and other issues.
