All owners and residents are required to adhere to the covenants, rules, and guidelines that govern the Lake Linganore Community. Click here to view the Covenants Compliance 101 document. It gives a brief overview of common violations. To view all LLA governing documents, click here.
Trash Collection
Trash removal services for the Lake Linganore community are provided by Ecology Services. To report service issues, contact the Association at 301.831.6400. Collection days for Eaglehead are Tuesday and Friday. Recyclable items are collected on Tuesday.
The following holidays are observed by the contractor: New Year’s Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day.
Bulk Trash Collection
IMPORTANT NOTICE: Individual bulk trash removal has been discontinued in favor of a twice annual bulk pickup. These pickups are scheduled for January (Christmas trees and bulk removal) and July (Bulk removal) Registration is not required for a pick up. Specific dates will be announced in Lake Talk prior to the next scheduled date. Items NOT accepted for bulk pickup include: Large appliances, furniture, building material, debris larger than 3' x 3', hazardous material, paint, chemical waste, auto parts or any other waste not accepted by the Frederick County Landfill.
Recycling Information / Disposal of Hazardous Materials
Frederick County issued blue recycling bins are required for curbside service and must be placed at curbside by 6 a.m. on your pick-up day (for Eaglehead it is Tuesdays). Put your address on your bin. Call 301-696-2960 to get a bin. For more details about recycling or disposal of hazardous materials such as paint, oil, automotive parts, etc., please contact the Frederick County Division of Utilities and Solid Waste Management (DUSWM) at 301-694-1848, or visit their website at: http://www.co.frederick.md.us/Recycling/
Important recycling guidelines:
- Please do not use plastic bags to stack or consolidate items in the recycling bin.
- Please empty and rinse containers, remove caps and lids, labels are OK. Flatten items. Paper must be in paper bags or tied in bundles.
- Excess recycling can go in paper bags, laundry baskets, boxes but not in trash cans or plastic bags.
Yard Waste
ALL yard waste must be separated from household waste to be recycled. Household waste will continue to picked up from residences on Tuesdays and Fridays. Yard waste will be collected every Wednesday beginning in April 2, 2008 through December 10, 2008 .
Important requirements for disposing of yard waste:
- Yard waste must not be mixed with household waste either in trash bags or on the roadway.
- Yard waste placed outside on days of household trash pickup will not be collected. Do not place yard waste out early for pickup, it may only be placed outside on Tuesday evenings.
- Use of plastic bags is not acceptable. All yard waste must be placed in paper bags or in a trash can, un-bagged. Yard waste placed in plastic bags will not be collected.
- Small branches not placed in trash cans must be bundled and secured with twine.
Acceptable yard waste:
- Leaves, grass clippings, plants, shrubs, prunings and trimmings which are no longer than six feet and/or larger than four inches in diameter.
Unacceptable yard waste:
- Tree stumps, tree branches longer than six feet and/or larger than four inches in diameter.
- Residents are responsible for proper disposal of unacceptable yard waste. LLA does not provide this service.

Signs
Placement of any type of signage is regulated by LLA Covenants and Rules and Regulations. Signs advertising contractors performing services are prohibited on private property and LLA common property. 'For Sale' and 'For Rent' signs may be placed on private property. For Sale, For Rent, and yard sale signs may only be placed on LLA common property between Friday evenings at 6:00 pm and must be removed by no later than that Sunday evening at 6:00pm. LLA will remove any signs that are not placed in accordance with the rules. Signs will be held until the following Wednesday and then discarded if not claimed.
Basketball Hoop Registration
Portable basketball hoops are frequently the source of complaints from Eaglehead residents to the LLA office primarily because they tend to be left in the roads and block traffic. Portable hoops are made to be stored away after use. Technically this kind of sports equipment is not permitted within the Eaglehead Planned Unit Development (PUD), particularly the permanent kind, but the LLA is more interested in getting residents to use them properly than in generating fines for violations.
The LLA Environmental Control Committee (ECC) goal is to get identification of the equipment so that when complaints come in, rather than confiscate the equipment, staff can easily contact the owner to inform them that a problem has occurred. Only blatant violators will find their equipment confiscated.

ATV's, Motorcycles, Go Carts, Prohibited.
All three and four wheel all-terrain vehicles, dirtbikes, go carts, electric and gas powered 'mini motorcycles' , or any other type of vehicle not registered by the Motor Vehicle Administration are strictly prohibited from use on private property, LLA roadways, and LLA common property. Residents are encouraged to contact the LLA office to report this type of activity. During non-business hours, residents should contact the Frederick County Sheriff at 301.694.2071 to report this activity.
Use of Lake Linganore Common Property
Lake Linganore Association (LLA) common ground is land that is reserved for the use of all Eaglehead esidents and cannot be used by individuals for other purposes. Though the LLA is gradually adding to the trail system and the park areas, much of the common ground in the community remains wooded land situated adjacent to homes. Disposing of lawn clippings, placing private recreational facilities such as play equipment, gazebos, patio furniture or creating private gardens on common grounds is not permitted and will be removed. The cost to clean up areas where lawn and yard debris is dumped by residents takes away money that can be used for other amenity upgrades, such as for trails and parks. All Eaglehead residents can participate in making the community a wonderful place to live by not dumping yard debris in the common areas.
In addition, residents are reminded that unimproved land next to their home may be privately owned by another LLA member, in which case such dumping is trespassing. Please be a good neighbor and ispose of yard debris properly.
Obey Traffic Laws
The maximum vehicle speed throughout the Eaglehead PUD is 25 miles per hour. Some roads have a lower speed limit. Please obey all traffic laws...they are there to protect our property and our lives.
Animal Control
The Lake Linganore Association and its residents and members are required by Frederick County ordinance to keep pets from roaming at-large throughout the community. Owners are required to accompany pets for outdoor exercise and to keep pets leashed. Animals running loose are at risk of being reported to the Frederick County Animal Control, which can remove the animal from the community.

General Restrictions
Section 1-5-1. Definitions. At-large: An animal shall be deemed to be at-large whenever it is not on the owner’s property or under the immediate physical control of a responsible person capable of physically restraining the animal.
Section 1-5-24. Running at-Large. It shall be unlawful for an owner to allow any animal to run at large.
Public Nuisance: Any animal found repeatedly running at large, damaging property, molesting passersby, chasing vehicles or acting in any manner which is deemed to be doing damage to property or to the public health and well being or shall have been determined by the animal control officer, the local health officer or any other authorized representative of the county to be a detriment to public health, welfare, and safety shall be deemed to be a public nuisance.
Pet Owner Responsibilities
Eaglehead residents and LLA members who walk their dogs are required to clean up after the pet. Doing so helps to eliminate a public health concern in common areas, demonstrates respect for your neighbors and the safety of their children, and it protects the quality of the water in our lakes, which is the sole source of drinking water for Eaglehead.
Between May 15 and September 15, dogs are permitted in the beach areas only after 7:00PM. All other times, dogs are prohibited from the beach areas.
Before leaving home for your walk, grab a plastic bag or stop by one of the doggi pot stations out in the community that provide plastic bags for clean up purposes. There are over 30 doggi stations located throughout six villages.
Also, please be sensitive to your neighbors by not allowing your dog to bark for extended periods of time. This is a serious issue that pet owners must address.
Seasonal Information
Fishing On The Lakes
Any resident or member guest fishing on any of the Lake Linganore Association water bodies must hold a valid State of Maryland Fishing Permit. Also, ALL largemouth bass are catch and return only.
Snow Plans
Winter Weather Plan
The LLA Winter Weather Plan is to be enacted anytime there is the potential for a winter precipitation event including snow, sleet and / or freezing rain as pronounced by the National Weather Service.
The purpose of this plan is to ensure that roadways are clear of vehicle traffic and parked cars to allow for the safe passage of snow removal equipment and / or emergency service vehicles.
This plan will go into effect no more than eight hours prior to the forecasted weather event and will remain in effect no more than eight hours after precipitation has ceased.
The following roads are deemed as snow emergency routes. Parking along these roads will be prohibited during the storm event once the plan is enacted. Vehicles parked along these roads during a storm event can be towed at the owners expense.

General Information
Residents and lot owners are asked to inform the LLA office of any personal emergency necessities such as the need for daily access for medical care. A list of critical care residents will be maintained at the LLA office for the snow season.
Four-wheel drive and snowmobile owners are asked to be available to assist neighbors with emergency medical access needs or other service assistance. A list of volunteer drivers will be maintained at the LLA office for use in case of emergency. Contact the office by calling 301-831-6400, ext. 17.
Linganore residents with professional medical backgrounds also are asked to volunteer in cases of snow emergency. These individuals should be available to assist neighbors with emergency medical care within skill level. A list of emergency medical care volunteers will be maintained at the LLA office for use in case of emergency. Those interested in volunteering should contact the LLA office at the number listed above.
In addition, residents are asked to do the following in snow emergency situations:
• Do not park on the streets; park in your garage or driveway so that snow plows can do their job and emergency vehicles can get through, if needed.
• Clear snow from your driveways, parking areas, heating compressors, mailboxes, nearby fire hydrants, storm drains and trash container areas.
• Report hazards and areas in need of maintenance to the association by calling 301-831-6400, ext. 13, 17 or 19. In case of an emergency involving community roads and properties after office hours, call 301-293-3802. The information will immediately be reported to LLA officials.
