The meeting was called to order at 7 p.m. by LLA board president G. Alan Dinkelacker.
Those in attendance: G. Alan Dinkelacker, Grant Sheehan, Brandon Frazier, Bill DiLoreta, Lisa Rogers, Duane Schestag.
Staff in attendance: GM Edwards, CRM Gurley.
Minutes of the March 21 board meeting were approved as written.
Minutes of the April 11 board meeting on the budget were approved as written.
A Visit from Commissioner Michael Cady— Director Rogers introduced Commissioner Cady to the audience. Commissioner Cady thanked the board of directors for the opportunity to visit with Eaglehead residents and to share his thoughts on the county and issues facing Eaglehead. He reported that the county recently found itself in good fiscal shape with a $26 million surplus, with approximately $18 million of that amount coming from underestimated revenue sources. He said as a result the county provided $9.6 million in tax relief and that residents should see a $125 tax credit on their bills this year. He noted that the county’s budget would be $390 million and said that government was growing three times faster than the people supporting it.
Mr. Cady said that the east county high school project should get underway in 2008 with a major renovation of Linganore High School underway in 2011. He also said that the Old National Pike Park will open this year and will be the county’s largest park.
The commissioner reported that Frederick County will receive 30 percent of the state’s roads budget this year, most of which will be spent around the Frederick area to finish the I-70/270 interchange system. He also mentioned the Boyer’s Mill Road project as getting underway in 2011.
Commissioner Cady said that the public would be given a chance to provide input on the New Market Region Plan at a Frederick County Planning Commission public hearing again in July/August timeframe. He expects the region plan to be adopted finally in the fall.
As for the Lake Linganore siltation project, the commissioner noted that county staff person Shannon Moore volunteered to work with association leadership to determine the requirements for a state loan/zero interest for the project.
Commissioner Cady said he spoke with Michael Marschner, chief of the county’s Division of Utilities and Solid Waste Management about the water and sewer project. He said that Mr. Marschner noted that the construction plans had been submitted and should soon be approved and that Maryland Department of the Environment approvals were in process and that bids were to go out as soon (May) as the Soil Conservation District gave its approvals. The commissioner said that construction was expected to begin in August.
The commissioner said that several years ago he took a tour of the Indian Cave area with Charlotte Dusold and thought then that the area would be greatly challenged by the water and sewer project. He said that the challenge was greater today because of Land Stewards’ plans to build homes in the area. Commissioner Cady said he had recently met with Bob Wilcox of Land Stewards. Mr. Cady agreed that a committee should be created to work with Land Stewards on the issue. He also said that he and Mr. Wilcox would work out the issue, noting that Mr. Wilcox agreed with the 125 foot buffer for all lots around the lake, that trees affected by ordinance would not be taken out and that quarter acre lots would not be cleared. He also said that Mr. Wilcox would not change his mind on the size of the houses to be built (3500 sq. ft.). Commissioner Cady he would help make sure that what could be done to preserve the area is done.
Balmoral resident Brian Jacobs stated that he disagreed with Land Stewards’ comments that nothing less than a 3500 sq. ft. house would sell in today’s market. He said that he had seen many homes of lesser size up for sale and selling quickly.
Balmoral resident Hilary Moore asked if there was any indication as to whether the 125 ft. buffer would be deeded to the LLA. Commissioner Cady did not know.
Several other residents in the area adjacent to the Indian Cave area expressed concern about building homes on the erodible soils, steep slopes and other characteristics of the area. LLA president Dinkelacker asked that the residents of Balmoral/Meadows form a committee similar to what was done in Aspen to work with Land Stewards to address their concerns and issues.
Meadows resident Melinda Dawson asked if the schedule for the water and sewer project was firm. Commissioner Cady said it was absolute.
Coldstream resident Mike Mumma asked about the status of the Eaglehead Drive Bridge. The commissioner said that a study was underway and determination would be included in the phase three approval.
Another resident asked about a bypass to Rt. 75. Commissioner Cady said that if the Blentlinger/Casey Tract is rezoned a bypass would be created.
Westwinds resident Carol Thames told the commissioner that asphalt that had been washed off the roadway along Gas House Pike at Linganore Creek was left there even after the county roads department repaired the road. She wanted to know when the asphalt, which lies along the creek, would be cleaned up. Commissioner Cady said “tomorrow.”
Carp Removal Project— Friends of the Lake (FoL) Committee member Mike Mumma presented to the board a draft copy of his grant proposal for removing carp from Lake Linganore. He went through the draft copy (attached to minutes) to explain all the various stages of such a project. He said the goal was to get started as soon as possible although spawning times of the sport fish in the lake had to be factored in. John Shuey, another FoL member, said that many volunteers are interested in working on the project and he expressed great confidence in the leadership of Mr. Mumma for the project.
FoL chairperson Bill Strang said that when the FoL made the tiger muskie challenge a large number of people responded. He said there was great interest in the removal of carp from Lake Linganore. Mr. Mumma said that the suggestion for using the tiger muskie as a part of carp removal and control was from a Department of Natural Resources report on the lake. The object of the presentation was to get the LLA directors briefed on the matter and make them aware of needed financial support from the association. LLA president Dinkelacker said the board would make a decision within the following two weeks.
Pinehurst Village Committee Request— CRM Gurley reported that the Pinehurst Village Committee had requested use of the Coldstream Pool on Friday, June 10 for a party for children ages nine to 14 years. She said that the LLA Social Events Committee had already set an event for Saturday, June 11 at the same facility and because the committee would need to be preparing for the Saturday event on the night of June 10 she requested that the board deny the request. Village committee representatives Dan Burke and Mike Smith said that the committee had no problem with the request being denied.
Request from Boy Scout Troop 268— CRM Gurley noted that Troop 268 had requested use of Lake Linganore again this year for its aquatics program.
LLA Covenant Amendments Language— LLA attorney Shelah Lynn had completed the proposed amendment on matters related to signage, antennas and boats, trailers and campers. The board was to review the document for future action.
Letter from Frederick County Sheriff’s Office Re: Golf Carts— The April 8, 2005 letter from the sheriff’s office was for board information (attached to minutes).
Director Sheehan made a motion to adjourn the regular board meeting in order to begin the annual candidate forum. Director DiLoreta seconded the motion.
