2004 Candidate Questions

Each candidate was asked to respond to four questions.  The responses are contained on each candidates individual profile (see below)  The four questions are...

  1. Existing levels of LLA services, resources and amenities have been supported entirely by assessments and fees with little to no money remaining at the end of the budget year for quite some time.  In addition, preliminary budget analysis has determined that dues from planned new homes during the next few years will not change the financial factors. What would you propose to provide any of the needed increases in LLA services, staff or amenities?
     

  2. The LLA is legally obligated to complete approximately $1million in capital improvements (Lake Anita Louise Dam, Pinehurst Farm Pond Dam, Brosius Dam, Pinehurst Pool) during the next three years.  How should the LLA fund these projects?
     

  3. Considering the importance of Lake Linganore as our drinking water source and as a unique recreational element of Eaglehead, what more should the LLA do to protect the lake environment?
     

  4. Development in Eaglehead is on its way and the rural, forested appearance of the community may be altered. What should the LLA response be to this challenge?

LLA RULES AND PROCEDURES

FOR VOTING IN PERSON OR BY PROXY

FOR THE ANNUAL LAKE LINGANORE ASSOCIATION (LLA) ELECTION

Saturday, MAY 15, 2004

AT DEER CROSSING ELEMENTARY SCHOOL

NEW MARKET, MD

 

Please carefully read the rules and procedures governing this election.

ON ELECTION DAY 

  1. The meeting will start at 9:00 am on May 15, at Deer Crossing Elementary School.  A quorum must be established to start the meeting. Please be punctual if you have not already established your presence by proxy. 
     

  2. The election will be the first item on the agenda and the balloting period will be limited to one half-hour, from 9 a.m. to 9:30 a.m.Although legally this is a corporate election, conduct for candidates and voters will be similar to that of a Maryland General Election.
     

    1. No electioneering within 100 feet of the door to election location.
    2. Only voters in the act of voting and the election staff are allowed in the voting area.
    3. Proxies will not be accepted at the polls.
    4. Ballots will not be given to members for which a proxy has already been received.
       
  1. No other LLA business will be conducted during the election timeframe.

WHO CAN VOTE AND VOTING REQUIREMENTS 

  1. The LLA Charter requires that all ballots and proxies must vote for a full slate, which this year is six candidates.  A ballot or proxy that votes for less than six candidates is invalid under the charter.  A ballot or proxy that votes for more than six candidates also will be invalidated.
     
  2. All property holders of record are eligible to vote.
     
  3. Only one vote per property may be cast.
     
  4. The voter name(s) appearing on the proxies/ballots must match the registered names on the Lake Linganore Association list in order to be counted.  The list to be used is that in effect as of the close of business (4:30 p.m.) April 30, 2004.

WHO IS THE VOTER?

·        Only one vote per property can be cast in the election of the LLA board of directors. In situations where property is owned by several people, that property still has only one vote. It is expected that under those circumstances the multiple owners must coordinate among themselves how to handle the vote and then submit one vote for each lot owned.

·        All voting and election information is mailed to the person whose name is listed as the property holder of record.

·        Although the LLA membership database is reviewed and updated prior to election time, it is possible that some names on voting documents are incorrect. In cases where this may happen, property owners should immediately contact the Lake Linganore Association (LLA) office at 301-831-6400, x. 15 to notify of the discrepancy. 

·        Should there be a discrepancy between the LLA record and the property owner, it may be necessary to present title or deed to show ownership.

PROXIES 

  1. Proxies are for those eligible voters who will not be able to vote in person on May 17.  All eligible voters should receive their proxies via mail by April 20.
     

  2. Proxies must be mailed to League of Women Voters of Montgomery County (LWVMC), P.O. Box 3444,  Bethesda, MD, ______.  Proxies will not be accepted on election day.
     

  3. Proxies must arrive on or before May 12, so as to give LWVMC time to record proxies on the official list of voters in advance of election day.
     

  4. PUT NAME AND LOT NUMBER(S) ON THE OUTSIDE OF THE ENVELOPE. Lot numbers on envelopes are used to identify the voting quorum. Putting the number on the front helps to avoid having to open the envelope and protects the integrity of the proxy vote process. Note: Lot numbers are printed on your dues statement. 
     

  5. REPLACEMENT PROXIES will be available from the Lake Linganore  Association (LLA) office, located at 6718 Coldstream Drive.  DO NOT make a copy of your neighbor's proxy.
     

  6. Once return-postmarked, proxies can not be retrieved.

PLEASE READ THE VOTING INSTRUCTIONS CAREFULLY.  PLEASE DO NOT DISCARD THIS IMPORTANT INFORMATION.  FOLLOW THE INSTRUCTIONS TO VOTE BY PROXY OR PLAN TO VOTE IN PERSON ON AT 9 A.M. ON SATURDAY, MAY 15 at Deer Crossing Elementary School.

If you come to the annual meeting and have already voted by proxy for the board candidates, you may not vote again in person at the meeting but may vote on any other matters which arise during the general business meeting.

If you designate someone other than the Election Committee to vote your proxy, make certain they attend and will arrive promptly at the annual meeting on May 15, 2004, in order to ensure that your proxy vote is counted.
