ECC Introduction / Purpose / Authority

The ECC was established and authorized as a part of the Lake Linganore Association Covenants (Article VI) in 1968 as a mechanism to control the physical appearance of the community and protect homeowners’ investment. The ECC through the CCC also handles covenant enforcement.

The ECC is headed by the ECC Administrator (an LLA staff member) and a group of community volunteers with varying backgrounds in design and construction who review the site plans and exterior architectural drawings of any building, renovation, or proposed improvements that will be constructed within the Eaglehead Planned Unit Development.

In addition to getting approval for new home construction, property owners are required to get approval from the ECC if they plan to do major landscaping or excavation, build a fence/deck/shed, change the exterior color of the house or change the materials used in the exterior of the house. There are fees associated with some of the application processes and in some cases the property owner is required to appear at an ECC meeting to discuss their plans.

ECC Application Forms

Please remember that any changes to the exterior of your home such as house color, decks, sheds, fences and major landscaping must be approved by the ECC.

Please submit the necessary paperwork as well as the $20 application fee no later than the Monday before the Thursday meeting of the ECC.

ECC Meeting Information


The ECC meets at 7 p.m. on the Thursdays following the regular LLA board meetings, which are held the first and third Mondays of the month.

Approved Vinyl Siding

The LLA board, upon a recommendation by the ECC, approved the use of vinyl siding in the community. All siding must be approved by the ECC. Specific manufacturer/brands or materials specification are not outlined because products, materials and color names change frequently. Instead the ECC requires that a sample of the product desired by the applicant be submitted with the application for review by the committee. In general the ECC requires a vinyl product that has a wood-grain appearance with a chip lap or Dutch lap. Colors of vinyl siding will need to meet the approved colors for community homes. (Check with the compliance administrator regarding acceptable colors and see ECC Guidelines for more details.)


 

Resale Packets

LLA members who plan to sell their property are required to apply for a Resale Packet. All properties must be inspected for covenant compliance before resale. Once compliance is confirmed, the resale packet is released to the seller. The packet contains all legal documents and information for association membership needed by the new homebuyer.
