Dear Fellow Aspen North Owner,
We are excited to send out our first letter as the Aspen North CDA Committee. Our goal is to help the Lake Linganore Association (LLA) obtain a Community Development Authority (CDA) so we can develop our lots in the village of Aspen North. This letter is intended to serve as an update of our progress. If you have sold your Aspen North lot, please call us with the new owner’s name and address.
We will be working with the LLA staff and Harris, Smariga & Associates, who will be doing the engineering survey of Aspen North. They will determine the costs of the CDA. These costs will be divided into annual payments over approximately a 30-year period. This is an exciting time for us, one in which we can begin to see our property values reach their full potential.
Once we know these costs each Aspen North lot owner will be notified, given a description of the CDA obligations and asked to sign a petition for CDA approval. If two-thirds of the lot owners sign, the petition will be filed with Frederick County requesting approval. If approved by the county, the CDA will be able to move forward obligating all lot owners. This will be the first step to achieving the ability to develop our lots. Keep in mind that the CDA debt is transferable with the sale of any lot and will be conveyed to the new owner.
We have had some inquiries about recent sales of lots at accelerated values. Neither the LLA staff nor the committee is a party to this nor do we have information regarding these transactions. In the event any Aspen North lot owners sell their lots, they should make the buyers aware of the ensuing CDA effort and they should contact the LLA staff to obtain information on their obligations as new owners.
We welcome any volunteering efforts by anyone wanting to help join us at this pivotal time to expedite this exciting process. We will do our best to send out informational updates, and post these on the Lake Linganore web site
